###Charter
This charter describes the process on which fees, grants, motions or park rates will be included will be included. As it is impossible to foresee each scenario I can only give some guidance on how I would vote. I may add further guidance on my voting strategy or intentions in this charter in this thread.

I will endeavor to assess draft motions and draft custodial grants once posted. When they are published for voting, and I’m in favor I will aim to add them within 48 hours after the publication to the datafeed. In this thread I provide details about why items are being removed and added. The dates are of the day when the grant or motion was added to the feed which might differ from the day the grant or motion was published on the forum.

###Changes
When you have added the Signature URL you will be notified by the client of any changes to the datafeed.The actual datafeed can be looked at here: https://github.com/Lamz0rNewb/NuNet-datafeed/blob/master/masterOfDisaster.json. Any changes can be viewed here: https://github.com/Lamz0rNewb/NuNet-datafeed/commits/master. I will try to provide clear descriptions. The last change is always on top. When the description of the changes is not clear you could click on the description and see the actual changes I made shaded in red.
This is clearly not the most intuitive interface, but it will have to do for now, till we find something better.

I’m aware that providing a data feed and being FLOT member poses the risk of putting too much power into the hands of few,
That was one of the reasons why I shied away for some time.
Plus it’s and additional reponsibility.

Now I think NSR holders shall decide whether they want to bear that risk, because the benefit of delegating even more power is to be more agile in times when decisions need to be made.
Whether they are for the good or the bad is sometimes hard to decide beforehand. Some level of discretion is necessary to be capable of acting in unforeseen situations
NSR holders are welcome to create a framework that limits the discretion of FLOT by providing thresholds and rules that guide their actions.

Looking at the recent events and the lack of timely NSR holder reponse I hope to increase their willingness to subscribe to data feeds once there are plenty of them.
3 was not enough and 4 still isn’t.

A detailed explanation of the adjustments will follow.
I won’t provide such a detailed explanation for all updates of the data feed, but as there’s not much experience with park rates and how they affect the market, I wanted to make sure this updated gets accompanied with a reasoning for it.
It’s necessary to have that reasoning to be able to learn from it for future situations.

I adjusted the park rates to:

                {
                    "blocks" : 16384,
                    "rate" : 0.00996821
                },
                {
                    "blocks" : 32768,
                    "rate" : 0.00996821
                },
                {
                    "blocks" : 65536,
                    "rate" : 0.00996821
                },
                {
                    "blocks" : 131072,
                    "rate" : 0.00996821
                },
                {
                    "blocks" : 262144,
                    "rate" : 0.0
                }

That translates to:

32% @ 11.5 days
16% @ 23 days
8% @ 1.5 mo
4% @ 3 mo
0% @ 6 mo

as proposed here: Park Rate Voting

I can follow the logic that this way the total cost per parked NBT stays the same.
While one can argue that a longer parking duration “buys Nu more for the money”, I consider the advantages of a more agile liquidity steering predominant.
So you might as well have a better steering insrtument (shortest meaningful parking durations) instead of trying to freeze NBT as long as possible for the money.
After all NBT are meant to be used for transactions; don’t let them be parked for longer than necessary!
Parking them costs Nu money.

At all I see no use of long parking intervals as it’s my belief that parking can only be meaningful to buffer (=reduce supply temporarily) short-term lack of NBT demand.
The preferred short term reduction of NBT supply is sale from T4 buy side reserves; alas, the T4 reserves start to run dry.
Mid term to long term oversuppy of NBT can only be reduced by selling reserves T6.

As I consider the current decrease in NBT demand being associated with the upcoming BTC coinbase reward halving (short term effect; traders speculating upon rising BTC prices and selling their NBT for BTC), I suppose an incentive for a maximum parking duration of 3 months makes sense. The coinbase reward halving will happen around mid of July.

I expect to recover demand for NBT later this year and prefer park rates to BTC/NSR sale at the moment.

Trying to create some mid-term demand for NBT by park rates during the upcoming BTC coinbase reward halving, I thought about having park rates that provide an incentive for parking between 1.5 and 6 months.
This is not in line with my general thinking about park rates. In general I prefer NSR sale to park rates if the lack of demand is a structural one.

In the current situation a lack of NBT demand might occur, if the BTC rate is on the rise because of the coinbase reward halving.
If that steady rise not going to happen, an alternative market reaction might be an increased volatility.
This volatility could lead to more demand for NBT, thwarting the idea of increasing park rates.
The good thing about an increased BTC volatility is that only few traders will prefer parking to trading swings. So the incentive to park at an APR of a few percent is not that high.

Long story a little bit shorter:
I hope to introduce an incentive for mid term parking NBT if a lack of demand arises caused by an increased BTC rate or volatility during the BTC coinbase reward halving while having no or little drawbacks.
The only situation in which the park rate would be wasted money is a surge of NBT demand caused by dwindling BTC rates.
As I can’t assess the likelyhood of that, I can only say:
in two of three scenarios (rising BTC rate, increased BTC volatility) the poposed park rates might be beneficial or at least not harming.
In one scenario (BTC rate declining) the proposed park rate is a waste of money.
