For a motion or a proposal to reach consensus two things need to occur during a 10,000 block rolling window:

Greater than 50% of the blocks contain a vote for the motion or the proposal (5001/10000);

Greater than 50% of the SDD during that same window.
The second provision is there to prevent the exceedingly unlikely, but still within the realm of possibility chance that variance plays in solving blocks. For instance, if a bunch of just-matured 10k NSR inputs were used to solve a large number of blocks in a row.
