Well, that handshake doesnât work for me. Cointoolkit worked before, but not now. Tried other browsers, copying only the raw transaction etc. to no avail. Maybe someone can try and report?
I can verify the problems you encounter.
When I tried it worked and it still works. You can try the result of my activity:
It does show up in a new tab, but says unable to decode.
It does decode the transaction when using your link, but it doesnât show me who has already signed.
Normally all the public addresses who are part of the multisig show as part of the verification process.
I only see an input and an output address. It appears that something is missing, not comfortable signing that.
Edit: looking into the details, it only says it has been signed by two. This thread says 4 people have signed it.

Right, when I use the link from Cryptocoinerâs second mail (and opening in a new tab) it works and shows me that 4 people have signed it. Will proceed signing it now. However it used to show all signatures on the first page, I now need to go to the Multisig checker to see all signatures. Weird.
