See the issue here is not the actual fee. This move by Bter does one thing primarily: it makes all old deposits 1% less valuable. Note that this applies to the BTC-B that they owe as well.
This really is unprecidented and unheard of to impose 1% tax on all current deposits without any forewarning. We should not do business there.
