He does not hide the fact that he thinks PoS is much more scalable than PoW.
It seems that he refers to “security deposit” as the core concept that could enable a high scalability. Which makes me wonder about:

The answer to that question has a lot to do with identifying what you are trying to scale.
Users, transactions per X (second, minute, hour), available tokens for large-scale adoption, etc.–the list goes on.
