Network A: 9000 apathy miners and 1000 active miners

Network B: 900 active miner and 100 apathy miners.

Which one shall we choose? The biggest challenge to DAO is that NOT EVERY SHAREHOLDER HAS THE ABILITY TO PEROFORM AS GOOD DECISION MAKER.

In the swarm of 10,000 bees, each bee is active and interact with each other, furthermore, each bee is simple enough to reach agreements. However, many members of DAO are apathy, and they have complex idea of how to do something, usually quarrel with each other.

To find a feasible way to simulate the swarm and achieve “wisdom of swarm”.
